Alcohol Issues Subcommittee Goals & Objectives

 

 

Short Range Goals:

·        Inform and educate residents about the negative impacts of alcohol on the community.

·        Reduce the number of new alcohol license approvals in Pacific Beach by understanding the Conditional Use Permits (CUPs) process and identifying actions to protest approvals.

·        Inform Kevin Faulconer of the impacts of new alcohol licenses and of the shortcomings in the CUP process.  Encourage him to introduce a motion to amend the City-wide CUP requirements or establish an overlay for PB only.

·        Express our desires to San Diego Police and ask for enforcement of current CUPs and city ordinances related to alcohol licensees.

·        Collect data, including crime stats, near licensed establishments, e.g. DUI, drunk in public, underage drinking, calls for service etc.  Educate the community regarding the impact in order to motivate them to register complaints and to support long range goals.

·        Utilize the media to expose the ABC’s tacit complicity in the over concentration of alcohol licenses in PB.

·        Work with Discover PB to establish a "Community Covenant" for alcohol licensees that would help provide peer pressure on licensed establishments to be good neighbors to the community regarding the negative effects of alcohol.

 

Long Range Goals:

 

·        Request support from Kevin Faulconer and City Attorney Mike Aguirre to pressure the ABC to diligently monitor and enforce provisions of the Alcoholic Beverage Control Act and to place a high priority on local complaints.

·        Prepare for a law suit against the ABC if they continue to show leniency or to overlook infractions and to ignore community complaints.

·        Investigate changes to the community plan in a way that mitigates the negative effects of alcohol.

·        Look for ways to reduce the total numbers of licenses through retiring or by moving licenses to communities that are not oversaturated with alcohol licenses.

·        Determine strategies to exchange bad license holders and businesses for better businesses and responsible license holders
