Plunge at Belmont Park closed indefinitely

On May 26, the historic Plunge at Belmont Park was closed indefinitely due to structural safety issues and a dispute over how to pay for the needed repairs.

The city owns the Plunge and Tom Lochtefeld is the leaseholder who has been maintaining and operating the Plunge and the Wavehouse for the past 11 years. Besides being a historic landmark and tourist attraction, the Plunge has special facilities for disabled persons, and has been a valuable resource for seniors, children and families, lap swimmers, water exercise classes, and youth swim lessons, teams and camps.

Over the years, Mr. Lochtefeld has continuously invested substantial amounts of money into the Plunge to keep it functioning. Recently, after his rent credits expired, Mr. Lochtefeld’s annual rent increased from $70,000 to nearly $500,000. Mr. Lochtefeld asked the city to extend his rent credits so that he can use that money to repair the Plunge. He says he can either pay the rent or pay to repair The Plunge, but he cannot do both. The City maintains that the full rent must be paid and has no plan for how to fund the needed repairs to the Plunge. The negotiations between the City and Mr. Lochtefeld appear to be at a stalemate.

Pacific Beach Planning Group has released a new report on Alcohol Issues

The Pacific Beach Planning Group has released a new report that is the culmination of more than a year of extensive research and explains everything about:

Alcohol License Policies and Issues in Pacific Beach

Click the link to view the report:
http://www.pbplanning.org/wp-content/uploads/DRAFT-ALRC-SUMMARY-REPORT-Feb-21.pdf

In this report you will find answers to these questions and much, much more:
- How can we help good restaurants get alcohol licenses without adding negative impacts?
- How many alcohol licenses are there in PB and how many are allowed?
- Is there a connection between concentration of alcohol licenses and crime?
- How have restaurant and bar operations in PB changed over time?
- What are the roles of ABC, the police and the public in issuing licenses and enforcing the law?
- What solutions have been successful in other communities facing similar problems?

This report was released in February and the PB Planning Group voted to forward the report’s recommendations on to the city. Since then, the PB Planning Group has come under fierce attack and has received written complaints and threats of legal action.

What You Can Do:
- Review this report and share it with your friends and neighbors
- Come to the April 27th PB Planning Group Meeting, 6:30 pm, at PB Library

You can now file a police report online

“Our two cars were broken into and rifled last night!” This happened to one of our SavePB members last week. There was nothing the police could do immediately but, as we know, crimes that are not reported don’t become part of the crime statistics so it is very important to report all crimes. Also, calls for service help determine police staff allocations, so if we report things, we may get more policing in the area. The victim of the car break-ins quickly and conveniently reported the non-emergency crime online, received his incident number then called his insurance company.

You can now file a police report online to report some non-emergency crimes. When you have filed a police report online, you will receive a PDF copy as an attachment in your email within five business days of approval.
Citizens Online Reporting System:
  http://www.sandiego.gov/police/crimereports/startaccess.html

For non-emergencies that you feel should be responded to quickly, it’s still best to call the SDPD’s 24-hour non-emergency number:
If you live in Area Code 858, call (858) 484-3154

If you live in Area Code 619, call (619) 531-2000

Please note: The SDPD response to non-emergency calls will depend on the relative seriousness or priority of the situation, the likelihood of making an arrest at the scene, and the availability of an officer. Don’t worry that your call will “bug” the police or keep them from responding to more important crimes. Dispatchers prioritize the calls and the police respond to higher priority calls first.

Crimes and suspicious activities that fall into the non-emergency category are:

  • Those that don’t involve serious personal injury, property damage, or property loss, e.g. loud parties delete– the person calling must be willing to sign a complaint
  • When there is no possibility that the suspect is still at the scene and is unlikely to return to the scene, e.g. auto theft and vandalism
  • When an immediate response is not needed, e.g. loitering near schools or parks.

If there is any doubt as to whether the situation is an emergency, it is always better to be on the safe side and call 9-1-1.
