Neighborhood Noise and Party Houses:
You have the right to the peace and enjoyment of your home. Chronic disturbances are more than just a quality of life issue for people constantly exposed to noise; they are a form of assault.
WHAT CAN YOU DO?
Strive to have open communications with all of your neighbors.
Call the SDPD Non-Emergency number (619) 531-2000 every time a nuisance occurs.
Call any time of the day or night! You do not have to wait until after 10 PM!
Do not hesitate to call. Your name will be kept confidential, and your report will be handled in order of priority.
Call the SDPD Non-Emergency number (619) 531-2000.
Fully describe what is happening, e.g.
How long has the disturbance been going on, and when did it start
Source of the noise, e.g. loud music, live band, loud TV, loud cursing, screaming, loud arguing
Is the noise recurrent, intermittent, or constant
How far are you from the neighbor causing the disturbance
Are there people loitering around
Are there cars blocking driveways or on the sidewalk
Approximately how many people are there
Has there been the destruction of property
BE PATIENT AND STAY ON THE LINE. Answer all the dispatcher’s questions. Ask for the EVENT # (5-digit number).
Keep a permanent log by your phone for Police calls. The log will help later if you need to explain the extent of the problem to the Police. Note the EVENT #, time, date, and details of what is happening at the address.
If the problem persists, ask your neighbors to call. The more calls help get the Police to arrive.
If this neighbor has caused CHRONIC DISTURBANCES, ask the dispatch operator to request that the police issue a First Response Notice (FRN). This way, if there’s a party when the Police arrive, and they give the 1st response, any further police responses to that unit can lead to a CAPP.
If you want to know the outcome of the dispatch, ask the dispatcher to have the Police call you after they arrive at this residence. Remember that this could be late at night or early morning.
