What is the Issue?

In January 2018, E-Scooters and E-Bikes popped up in PB. In 2019, a new Municipal code was added after residents raised many concerns about the impact on local rental shops and the safety of users and those sharing the boardwalks, roads, and sidewalks. Then, finally, in December 2019, the San Diego City Council approved a prohibition of electric scooters on the city's sidewalks and boardwalks. The municipal code prohibits mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.

Since November 2023, E-scooter companies have left because they say the rules and restrictions are too strict and have faced increased device theft. Since then, there has been an increase in sales of personal scooters, but these don’t have GPS-tracked speed restrictions.

Privately owned motorized scooters are increasingly speeding on boardwalks and sidewalks due to the absence of geofencing.

Lax enforcement on the boardwalk gives people the impression that is okay to ride on the boardwalk.

Boardwalk Rules: §84.18 Operation of Motorized Transportation Devices on Boardwalks Prohibited Company-owned scooters will be geo-fenced to 3 miles per hour on the boardwalks, which the city says is slower than the typical walking speed and the safest way to enforce the ban.

In addition to the San Diego Municipal Code, the California Vehicle Code requires the rider:

  • Be at least 16 years old

  • Have a driver’s license or permit

  • NOT ride double

  • Do NOT ride on sidewalks or boardwalks
